Why is there no power to my obd connecter?

I hooked my Obd1 Scanner to my 94 cadi seville sts and it won’t connect so I ran a test light to the obd connecter on the car and there is no power to it even with the key on…

Car might not be compatible with your scanner, or more likely the plug is faulty. This may be slight corrosion on terminals or some loose or broken wire/s behind the plug. Check these basics first and move forward accordingly. Check that your scanner is compatible with your obd1 vehicle too.
