Will a OBD2 scanner tell me why my car ain’t starting?

thinking about buying one from autozone
it can, do yourself a favor and before you buy the scanner, remove the oil cap and peer at the valve train.you may need 1 of those dentist type mirrors.have a buddy crank the engine a few times.do you see any movement?if so, buy the scanner(get a good 1,obdI/II/can)it aint gonna fix your car but is a very nice tool.
if you dont see movement, buy a repair manual and say a prayer,prolly last rights is appropriate.
